Over the past two decades, China’s comprehensive quality assessment has undergone continuous development and made active efforts in exploring process-oriented assessment for student development. However, limitations in assessment capabilities have hindered its ability to accurately reflect students’ comprehensive quality development, becoming a critical challenge constraining the high-quality development of basic education.
To address these challenges, in November 2022, building upon the research outcomes of the Ministry of Science and Technology project “Large-Scale Longitudinal and Cross-Sectional Study of Student Development,” the General Office of the Ministry of Education issued the “Notice on Conducting Pilot Programs for Information Technology-Supported Student Comprehensive Quality Assessment” (MOE Science and Technology Information Office Document No. 38 [2022]). Subsequently, 38 regions across 29 provinces, autonomous regions, municipalities, and the Xinjiang Production and Construction Corps were selected (MOE Science and Technology Information Office Document No. 9 [2023]) to carry out pilot programs.
Over a five-year period, the project aims to leverage modern information technologies, including AI and big data, to develop innovative assessment tools, conduct comprehensive student development assessments, and establish a million-scale foundational database on students’ comprehensive quality development. By identifying patterns of student development across regions, the project seeks to develop a replicable and scalable data-driven solution for students’ comprehensive quality assessment, enhancing the scientific rigor, professionalism, and objectivity of educational assessment.
